Whether or Not

Hi All,

Can someone please tell is "whether or not" wrong in GMAT ?

Manhattan say = Always wrong.
OG say = No....OG-11 Q63 explanation does not seems to agree with Manhattan.

I am confused....since all the questions till date that I have faced had wrong "whether or not"...

Can someone please tell what indeed is the case ?

there are some cases in which "whether or not" is ok. for instance, if you have a case in which you're specifically comparing the consequences of two actions:
whether or not the measure is approved, the court will not allow it to be enforced.
in this case, you couldn't use just "whether".
you could use "regardless of whether", but you could also use "whether or not" (as written above).

however, IF you have a case where "whether" makes sense, you should never use "whether or not".
