with the goal of doing VS with the goal to do

What is the difference between with the goal to ultimately reduce and with the ultimate goal of reducing ?

Is with the ultimate goal of reducing better than with the goal to ultimately reduce?

I think with the goal to ultimately reduce is right because we ofter say "our goal is to do" but we dont say "our goal is of doing".
