Can anyone explain this?

Most radio programs are not informative, and most informative radio programs are not highly-rated.

We can infer that:

Not all radio programs are highly rated, informative programs

Let's imagine there are 20 radio programs in the world. We know that 11 (or more) are not informative. Of the 9 informative ones, 5 (or more) are not highly rated.

Can we say that not all programs are high rated, informative programs? Yes, those 5 all fit the bill

Make sense?

Yeah, thanks alot! I just didn't think to draw it out like that. It just seemed like a case with two "most" statements that didn't have a common sufficient condition so I didn't know if there were any valid conclusions to draw.

Is the "most informative radio programs are not highly-rated" part sufficient for one to infer that "not all radio programs are highly rated, informative programs"?

Now that you mention it, you're right, we don't need both statements. The first statement - that most radio programs are not informative - would also work. We just need something that shows there is some radio programs that are either not highly rated or not informative. Good catch!
