I used a logic chain to answer this question, and it took forever to get through the game. How did you know to use the horizontal in/out game board instead?

I think the special condition with the leader, as well as the first rule, make this a little easier without a logic chain. Sometimes you can just note the special position with a star and still use a logic chain, but the first rule is hard to note this way.
