This looks like an ordering game but i can't seem to incorporate the two sides of ordering and distribution into my diagram.

Please help!

Good news! There's no distribution required for this game. We call this one a 3D Ordering game since it requires more than one row on our Number Line.

We can track the hail and rain vs just rain on a second row, and at the same time order the towns over which the storm passes. I've attached a set up for this game that involves two fairly nice frames. Ideally you'd have that set up before you start the questions. Look for "either or" opportunities to find frames. Experience tells me to find chunks that are highly restricted or characters within a partial Tree that can only go in two places. In this case the last constraint guarantees that J is 4th or else 5th and the frames emerge.
