Learned something about deploying troops.

[Passage Analysis]

P1: Hazy authority between President and Congress when there is no declaration of war / When declared, Congress with basic power while President as Commander in Chief / With the spirit of Constitution requiring more involvement by Congress, War Power Resolution of 1973 allowed Congress to reclaim its roll.

P2: Presidents have not waited for Congress in undeclared war, historically / invasion of Cambodia triggered WPR of 1973 that made Congress play bigger role.

P3: Resolution required president to report to Congress within 24 hrs after deployment / Congress has veto / Spirit of Constitution supports more involvement from Congress.

Overall: WPR of 1973 has brought Congress a new role in undeclared war situation in accord with the Constitution.
