Passage Discussion

My passage map :

P1 : Intro to the problem : Our fight management tech may be doing more harm than good ("But at the same time..." line 4) [Hard to visualize what exactly is the problem but it seems like natural fire is needed like some "evolution" thing where we can't sustain everything in the forest]

P2: Consequences/ Intuition behind the claims of the first paragraph on why it does more harm than good ["Fuel" was something I never really understood in the read]

P3: Solution/Recommendation to counter the consequences mentioned in P2. [Confusing stuff]

I started out thinking the scale was going to be between "Fight Fire" and "Don't fight Fire" and by the end of the passage was more so "Status Quo of the current fire system vs Adopt Paragraph 3's new system"; however, I did not really use the scale in the questions
