Author does not take a stance in terms of supporting one side over the other. Rather, the author points out merits on when to use the remedies. This can be seen on line 9 where there is a concession specific performance can be good in some cases but not all cases, line 15 when specific performance is the "only reasonable remedy" and line 24, where specific performance is the "best remedy". Although it is true the last word is given to monetary compensation, that should not be seen as the stance of the author because the author was merely outlining on when to use money and the merits of using money in those cases. IF we flip the order of P2 and P3 in the way it is presented, the logical structure is not really ruined, suggesting the author does not side with one method over the other. In other words, the author in this passage is spelling out circumstances on when to use each of the two remedies where the author never up front states to use only one remedy in all instances or how one remedy is "bad" overall.
