ILC's Draft Articles for international watercourse conflicts

The issue and current solution: "Recognition of the need for international cooperation in efforts to manage and protect rivers has led the United Nations' International Law Commission (ILC) to develop a treaty structure for the uses of international watercourses"
Paragraph 2
The goal and content of ILC's Draft Articles.
Paragraph 3
ILC's Draft Article are inadequate, why? "because they do not provide satisfactory ways of dealing with possible future environmental changes".
An example of such changes --- increased CO2 can cause fluctuations in international river system.
Paragraph 4
Explain how ILC's Draft Articles are inadequate ("not flexible enough")to deal with the river fluctuation.
Suggestions of possible revise.
