Reading the rules...does it say that if an oil is above or below another oil, then a watercolor has to be beside it? The wording of the rule using "or" is confusing me a bit.

Could an oil be above/below and beside another oil?

Yes. Every oil must be beside or above/below another oil. The "or" is not exclusive.

Each of your shoes must be on your left foot or your right foot. (maybe both).
