As we do with all Orientation questions, we'll take one rule at a time and see if any answers break that rule.
Rule 1: They all look good
Rule 2: This is really just a structural rule for the game. We won't know whether the answers are in a LEGAL order until we read more rules. The key idea from this rule, though, is that WITHIN A SEGMENT, they are ordered from longest to shortest. We can't compare length if they're in different segments. i.e. within a row, we pay attention to spot 1, 2, or 3. But we don't pay attention to spot 3 of first vs. spot 2 of second, for example.
Rule 3: this kills (E). The 2nd segment doesn't have a local interest story.
Rule 4: this kills (A). The national is the 2nd longest report in its segment.
Rule 5: this kills (C). The sports is the longest report in its segment.
Rule 6: this kills (D). In this segment, weather is longer than international.
(B) is the answer.
Again, the fact that weather is 1st in the second segment,
while international is 2nd in the first segment,
doesn't mean that weather is longer than international.
They're in different segments, so we can't tell.
In this scenario in (B), weather is longer than traffic, but that's all we know.
