The relevant text starts at the end of paragraph 2 (where we learn about the lump sum payment offer). The payment and Oneida's rejection of it are discussed in paragraphs 3 and 4. If we look specifically at lines 50-53, we see that one of the reasons the tribe rejected the payment is because they feared it would jeopardize pending legal claims. (B) presents a parallel situation.
(A) is about the money not being enough to cover expenses. There isn't discussion about expenses in the passage.
(C) like (A) presents a problem that doesn't arise in the passage.
(D) "Requests instead that her monthly payment be reduced by a proportionate amount?" There is no discussion of the Oneida making counter-offers. Also, the taxation issue in the passage is mentioned as an example of why the Oneida were suspicious--based on past dispossession--rather than as a literal reason for rejection of this particular offer.
(E) presents a bargain that bears no resemblance to the BIA's offer.
