If you have a great diagram, you can consult it without drawing scenarios (see noah's diagram in the forum thread for this game). That's the fastest way.
That said, you are likely to experience times on the test when drawing out scenarios, though not "Plan A," is unavoidable. A logical strategy that accounts for this likelihood is to go as fast as possible in all other situations to put some extra time in the bank; avoid double and triple-checking easy questions, and cease unnecessary re-reading of the scenario and constraints.
A common mistake people make in preparing for the test is constantly attempting to improve speed on difficult questions. Be sure you are lightning fast on the easy ones first -- there is often quite a bit of time to be saved there. The hard ones will be hard (and slower), so plan for that and don't waste time on routine problems.
