My diagram from the conditions is as follows (I hope it's understandable):

O,N,P, L and J are locked in due to the conditions presented in the stimulus and question. HR must be in 2 and R in 4 but I thought HR or R could be in spots 1,3, and 5? What is the limitation on Jackson so than it can receive only rain? Thus eliminating choice D.

The condition of the question says that the storm drops ONLY rain (or "R" as you were symbolizing it) over EVERY town after Lofton.

In your diagram, Jackson came after Lofton, so Jackson must be ONLY rain.

Were you reading it as "only rain on Lofton"? (That wouldn't make sense as a condition on an IF question, since we already have a rule that tells us that Lofton is only rain)
