The set up you have is different from mine, you're set up shows :

Where as I had

The constraints said that there should be at least two from each group and that the chair person was to be part of either a tenant or home owner. And that the chairperson would have to be from one of the those two groups?

Did I misinterpret the rules?

My reasoning followed like this :

If F is the chairperson, the the committee would look like this.

F G K / Q _ (R/S/P)

Having G there forces K to fill the spot the extra spot that J or M couldn't have filled. F, already filled in as the chairperson, we have have need two tenants and two home owners now.

yeah, I think it's your understanding of the second constraint that's causing you difficulty.

The second constraint says that "the chairperson must be a representative belonging to the group from which exactly two representatives are selected."

This means that for question 15, if F is the chairperson, there can only be two tenets. You have three tenets, and that would violate the second constraint.

Why is C a better answer than E? I am a bit puzzled. They both have JM. The only difference is F and G. Can someone please explain the difference.
