1) We know we can't have both W and X out, so at least one must be in. (Unfortunately, W and X is not an answer choice.)
2) We see that X in the Out group would take 2 out, and we now that Y in the In group would take one out, so we want an answer where X is out and Y is in. Therefore, we want an answer choice with Y and without X.
3) That is answer choice B.
