(C) is incorrect for a couple of reasons:
1. "Highly critical" is too extreme. It's slightly critical, if critical; it's more just a presentation of a problem (like (B) states).
2. Passage B doesn't "clarify" the strategy; it is a company's announcement that it's adopting the strategy.
(B) on the other hand presents the two passages as they appear.
(A) is incorrect because Passage B doesn't subjectively take issue with aspects of the events.
(D) is incorrect because Passage B doesn't suggest a way out of the problem.
(E) is wrong because it mischaracterizes both passages.
