This answer seems to have things backwards ... research into the genetic code of cells came first, rDNA technology came after.
We justify "led to the development" in (A) by looking at lines 3-7, which say that research into cell genetics culminated "in the development of processes ... for the active manipulation of a cell's genetic code".
