I had trouble with this question too, and I picked the incorrect answer. Here's my take.

Incorrect Answers:
(A): This one was initially appealing to me because we know that the Popular Front saw a decline in African American participation. But this one just seems unsupported. "Must" join together? The passage mentions them as allies in line 33, as opposed to comrades. That gives the impression they weren't united under a common banner.
(C): I chose this answer. It's wrong because it doesn't really have support. We know that the Third Period was more involved in African American issues than the Popular Front, but can we support such a specific statement from the passage alone?
(D): I can't even see why this statement couldn't also be made by the Popular Front.
(E): This is most likely contradicted by the fact that we can infer from the passage regarding the Third Period's extreme rhetoric that the Third Period was more confrontational. Additionally, this seems like a statement more likely to be made by the Popular Front, since they seemed to be less aggressive than the Third Period and since they were trying to appeal to moderates.

Correct Answer (B): Through outside knowledge we know two things 1) the Communist Party was against capitalism and 2) Communism has something to do with Marx who believed that a proletariat revolution (that took place on a world-wide scale) was inevitable. This is part of my beef with this question, because we need to bring outside knowledge to confidently answer this question. The passage talks about organizing workers, but I don't think it ever explicitly mentions capitalism. If you never heard of communism and had no idea what it meant, how would you know it was an ideology opposed to capitalism? Knowing that communism is against capitalism, along with the Third Period's extreme rhetoric and the passage's reference to a "new world" (line 29) would be enough to support answer (B). Coupled with knowledge that Communism did, at one point, call for a world wide worker revolution against capitalism, helps to solidify B as the correct answer choice.

It would be useful to know that the communism is against the capitalism, however, I think the answer also lies in the passage.

It asks for something Third Period (early one) has and Popular Front (later one) doesn't have. So we first look it is paragraph 3, which talked about the Third Period, in which it says "The worldwide efforts of the communist efforts of ... in mobilizing against lynch law in the US helped... as an ally". Somehow the paragraph talked about international people were fighting against the lynch law of US, which is without doubt an capitalist country, and the "Labor", and can lead us to think about revolting capitalism oppression.

While the 4th paragraph about Popular Font doesn't explicitly talked about NOT revolting to oppression, the words like "modest", "declining" inference that their position is milder and maybe not strong enough to be called as "revolting".

Therefore, B is fully justified, as long as you know what does it mean to be "capitalist".
