Why couldn't frame 2 work also?

Remember that the frames were built around K's position in committee Y. There are only two positions that K can be assigned to: leader or treasurer, but not both.

Frame 1 has K assigned to leader, while Frame 2 has K assigned to treasurer. The leader of the other committees must be N and so if K is to be the leader of one committee, it must be Y, and thus we're only in Frame 1.
