B is just a bit too narrow. It does a great job at encapsulating the first three paragraphs but it fails to address the contentions made in P4.
The author makes some big claims in P4. The idea that we should look to treaties and direct negotiations for solutions to environmental problems needs to be included for an answer to be correct.
One big clue is the introductory phrase of P4: "In light of this". That phrase tells us that all the stuff that came before it (P1-P3 ) is designed to support the claims in P4. That confirms that the main point lies in P4.
Answer choice E is the only answer that addresses P4.
