Q22

I got this correct but want to double check why (C) is wrong...
It seems the author talks about the history a little, such as what happened in the past and after the issue and now.
What's wrong with this answer choise?

I think you answered your own question!

In a "primary purpose" (or in this case, "primary concern") question, saying the author "talks about something a little" isn't enough. It's got to be the main/primary point.

Trust yourself on that one. It's a good strategy for eliminating answer choices on main point and primary purpose questions because you're very often going to face answer choices that are too narrow in scope. They may not contradict the passage--they may even be IN the passage--but they're not the primary purpose or main point.

I pre phased the answer to this question as, "Outlining the history of the concurrent powers of Congress and the Pres. in the declaring of war and dissemination of troops."

I quickly eliminated A, D, and E.

Obviously, my pre phase seems to lean more towards C, but I've found a couple of problems with that choice.

The word "struggle" seems off here. I wouldn't think of it as a struggle, but rather a passive Congress willing to defer to the president. Maybe nowadays it's a struggle but certainly not throughout history as the choice suggests.

Further, "for control of the military" seems off as well. POTUS undoubtedly is the commander and chief of the military, this choice is too broad. Had it said "control of the decision to deploy troops in non-wars," that would be much closer to correct.

This leaves us with B which also has some strange wording "that had been usurped by the President." Looking to the passage (lines 38-40) "a turning point in Congress's tolerance of presidential discretion" that does seem to fit.

Despite C being much closer to my pre phase B is the correct choice. I think it's important to be flexible in evaluating choices even if one seems to fit almost completely within one's pre phase.
