If K is earlier than L,
I think we would have:
...M-H-G-K-L
.....F/
right? (The other frame has L earlier than K* so we can only use this frame)
I thought the answer would be (A), F can be delivered first bc it's a floater, but I also see (C) can be correct too...
Could anyone explain why (A) can't be the answer?

With us knowing that K comes before L, we can infer that we have:

F - G - K - L ... with H coming prior to G as well. The only variable we are missing is M. We have 2 rules concerning its placement. I do not know if F comes prior to M, so we decide to check to see if its requirement can even be obtained, and we see that it cannot.

This means that M will go prior to F.

And we also had the rule about M going either before or after both variables of K and H. In this case, we are now forced to have it go prior to both, since we know that M is going before F, and we know that F comes before K.

So we know have this:

So what could be true? Something about F and H being 2nd or 3rd.

(C) it is.

Let me double check one thing...
So the 1st frame in Matt's diagram (sorry could not cite...it's in the diagram page) is actually not completely determined, right?
(Since it's a "frame" it does not have to be determined completely...)
When we add F-M→L-H rule, the frame can develop...correct??

Perfectly said, you are correct. Matt framed this game from the split of M before H and K and then the possibility of H and K prior to M.

The second frame shows that when you have M follow H and K, you will necessarily have F before M, which will trigger the L before H rule. That frame has a complete ordering tree with all variables. The first frame about M prior to H and K will not have L placed anywhere because we do not know if we will have the F-M trigger. So although L is a floater, we need to keep in mind the conditional.
