Can someone explain why C is incorrect? I correctly chose A, but if you apply rule 3 to answer choice C, shouldn't that work as well? Thanks in advance.

You're right. If we apply plan 3 to (C), then L will end up on project R.

But ... we can't get from our initial conditions to (C) with only one reassignment (and we're only allowed 2 total reassignments).

We can get from our initial conditions to (A) by applying plan 2.

There's no way to get from initial to (C) with any of the three plans.

Yep that makes perfect sense. I forgot that the stimulus told you you can only make 2 reassignments. Thanks!
