Hey, I know where to find A, D & E, and I know B is clearly not part of the reasons. But Why C contributed to the resolution?

End of the second paragraph:

"Galvanized by the human and monetary cost of those hostilities and showing a new determination to fulfill its proper role, Congress enacted the War Powers Resolution of 1973, a statute designed to ensure that the collective judgment of both Congress and the President would be applied to the involvement of United States troops in foreign conflicts"

Can someone please state in what line all the incorrect answers are found, specifically A? I picked D for some reason. I do see in line 40-41 it talks about money but it doesn't talk about the "amount" that's why I was confused. Thank you.

A. Line 38 - "... represented a turning point in Congress's tolerance of..."
C. Lines 44-47 - explanation in the second post.
D & E. Lines 40 and others around it: "Galvanized by the human and monetary cost of those hostilities..." - It refers to Vietnam/Cambodia - conflicts without declarations, and speaks of the monetary cost and and human lives.
