PT68, S3, Q25 (Identify the Disagreement)

(C) is correct

For identify the disagreement questions, we need to stick strictly to the content of the text and identify the overlap between the two speakers. Alissa states that if the city can’t fund both projects, it should fund only the museum because the museum offers a richer educational experience. Greta, on the other hand, thinks the television program should be funded because it reaches a larger audience.

It’s important to note that while both give reasons for why keeping one program over the other, the reasons they cite do not conflict with each other. It is possible that the museum could provide a richer educational experience AND the television program could reach a larger audience. This means that the disagreement is not in their evidence, but rather their conclusion about which should be funded.

(A) This answer choice may seem tempting because it chooses the TV program over the children’s museum. However, it is not talking about the speakers’ opinions; instead it is claiming that one program will have to be chosen over the other, but neither speaker talks to that issue. The entire discussion is framed by "If, as the mayor says...". Eliminate it.

(B) This answer choice talks about whether the Mayor was truthful or not, something that neither speaker states an opinion on. Eliminate it.

(C) This answer choice says the debate is between whether the TV program should be chosen over the museum. This is exactly what the two are disagreeing about. Leave this.

(D) While Greta does claim that TV reaches more children than the museum, Alissa never states any opinion on it. They don’t explicitly disagree.

(E) Similar to (D), Alissa does claim that the museum provides a rich educational experience, but Greta states no opinion. They don’t disagree about this either.

We’re left with only the correct answer choice, (C).

My question is about clarifying the differences between A and C.

Is it because in A, the word is "need," whereas in C the key word is "should," and that helps distinguishes between what is an opinion and what must happen? And their disagreement can only occur over their opinion, and not a statement of fact?

Both answer choices seem really identical, and this what is standing out for me to distinguish them.

Yep. That's more or less what the explanation up top says.
