So the answer is C because it strengthen the 1st sentence of the last paragraph, right? Interest group=BIA bureaucrats so they have influence on deciding the Act. (Since those people are interested in the Act...)

By the way I was confused by the last sentence...
"it reflected a compromise between non-Native Americans favroing immediate alienability so they could purchase land and the BIA bureaucrats who administered the privatization system"
Why do they care about non-Native?
If anything, shouldn't they care about Native Americans, because those people's land is divided...I'm not sure about what the last paragraph is talking... :|

Yes, the answer is (D) for the reason you cited. We need something that would strengthen the idea that the Dawes Act limited the ability of Native Americans to sell their parcels of land because managing the land temporarily gave the bureaucrats something to do.

None of the other answers seem to even address bureaucrats.

The last sentence of the passage didn't seem like an important one to me. The author is just trying to put a final thought on how/why the Dawes Act came to be.

Non Native Americans would want Native Americans to have the freedom to sell land immediately, because that way the non-Native Americans could buy that land up more quickly.

But the government was wary of that much land transferring that quickly; plus, it liked the idea of giving bureaucrats something to do for 25 years, so the government came up with this compromise of the "trust patent", which would ultimately allow Native Americans to sell their land but initially allow bureaucrats to manage the affairs of the Native Americans.

I'm not sure who you meant by "they", when you said "Why should THEY care about non-Native Americans?"

If you meant "why should the government care about non-Native Americans" ... the government WAS non-Native Americans (i.e. white men), so they generally sought what was best for them before considering what was best for Native Americans.
