I think the 2nd paragraph as a whole consists an example, and the first sentence of this paragraph is a generalization of the 2nd and 3rd paragraphs that each paragraph will talk about whose email system is being used and who's reading the messages.
The 2nd paragraph gives an example of the gov't office email system and raised a question about whether the gov't official has the right to destroy doc. in the gov't email system while the public also has right to get access to such info.
The 3rd paragraph gives an example of the private sector's email system, and in this case the court ruled that because the auto co. owned the email system, its supervisor had the right to get access to any info. on it.
Line 53-55 talks about a possible solution, and then line 55-57 followed by an acknowledgement of its shortcomings.
