(B) is about the severity of the problem, but the company representative's argument is about the likelihood of experiencing a problem--if the probability of experiencing a problem is low, the potential severity of such a problem might not scare you off. The bigger problem is that the representative's argument is based on the number of reported problems, which might not necessarily align with the number of actual problems: he assumes that all (or at least most) people who experienced a problem called in to complain. (C) points out that the problems may be more widespread than the call records indicate.
