D is it right because it means people choose to live in low-density subdivision because of economic factor rather than self enjoyment?

E what exactly E talking about?

Yes, D is correct because it directly attacks the critics' claim for peoples' motivation to live in the suburbs (indicated in lines 46-50).

If choice D is true, then most peoples' choice to live in the sprawling suburbs would be attributed to economic necesssity, not the desire of securing the enjoyment and mobility that the lifestyle allows.

Choice E is out of scope because it says that people do not base their choice of votes in municial elections on the basis of candidates' zoning policies.

However, the opponents' claim is not related to peoples' political choices, but rather to their motivation for living in the sprawling suburbs.

Regarding question 3:

D is correct because it fits in with the overall idea of the New Urbanists' position. For example, in lines 43-45, we are told that the New Urbanists' believe that by advocating development that is based on early-twentieth-century urban neighborhoods, people would be more able to "develop mutual respect." (line 45). This shows that the spatial configuration of suburban neighborhoods can "influence" the attitudes of those who live in them.

Also, notice in lines 53-55, we are told that the New Urbanists' feel that we should take a more critical look at the values that help to support the "sprawl-conducive zoning and subdivision policies." This helps to support that the spatial configuration, from the critics' perspective, can be influenced by the attitudes of people who live in them.

Choice A is incorrect because it takes general ideas from the passage and distorts them, resulting in a choice that is unsupported. There's no support that the New Urbanists' believe that the "primary factor" for "maintenance of civility" is the time that it takes to get from one place to another.

In lines 26-35, there is discussion of the distance between places and a result of this: "..often acting antisocially" (line 35), but this discussion does not support the strong statement made in choice A.
