Where in the Stimulus does it say E? I can't seem to find it.

The risk communicators mentioned in the first paragraph are the same ones mentioned in the third. Read lines 38-45. Since the author thinks that communicators need to consider people's beliefs, we can safely infer that those communicators currently do not emphasize this idea to the extent that the author does. Thus, (E).

Notice the other choices are nowhere close.
(A) is way out of scope
(B) is unsupported by the passage (no such comparison made)
(C) is way out of scope
(D) is contradicted in the second paragraph.

Choice E is also more specifically mentioned in lines 18-21: "Lay people's definitions of "risk" are more likely to reflect subjective concerns than are experts' definitions."

Subjective ethical concerns = value systems
