Slow speed without notations

I am having a lot if problems on the reading comprehension section largely due to the lack of time. It takes me about 3 minutes to read a passage without any notations and even longer with minimal notations. Is this an issue I can address or is my reading speed going to hinder me?

Reading slowly is a tough, but you can improve your speed with practice. So the answer is: don't give up!
